At level 46, I received a message from Balestrom telling me to come to him, so I went then but he had no option to talk to him. At level 48, I didn't receive a message, but I went to see if he would give me the Storm Lord questline but I still cannot talk to him.
I think this is a bug? Is there a way to fix this?
