The new system where you hover over an unearned badge slot to see what you need to do to achieve that badge still has not been fixed from test realm.
It's hard to put a finger on exactly what is wrong, but it doesn't fully wipe the information off previously viewed problems and doesn't work for many of the pages straight up.
