My level 88 ice cant get to docks

I know I have completed ALL of Wintertusk. I know I have even crossed the bridge. Now that I have a quest @ level 88 from teacher, I cannot cross the bridge. What is up with that? Please reply. Thanks.
P.S. Also, my other characters cannot cross. Is this a bug?
