Issues with Specific Azteca Housing Item

I am using the following:

Housing: Wooded Cottage
Housing item: Azteca Water Lily

Problem: Unable to put "Azteca Water Lily" on top of the water for flavor.

Comment: Is this a bug or is this intended?

A: If this is a bug, when will this be fixed?
B: If this is intended, what was the point of making this specific item?

Please reply soon, I bought over 30 of these items and would like to use them.
