I need legion shields to complete my crating quest to become legendary crafter, can someone please help me

If you are speaking of the legion shield treasure cards as a reagent for crafting, they are available in game in the Bazaar for about 540 gold each.

You can buy them in the Bazaar (if they happen to be available), or you can pick some up at certain Libraries throughout the Spiral.
