My little brother created a death character that has now reached level 31. He has gone to Dworgyn multiple times and he has no quest for him. He wants to learn "Animate" but Dworgyn has no quest for him. He has not received the spell beguile either, but he is in Mooshu. What should he do?

You know I had the same problem so what you should do is go back to the death house and try again .
Well, does he have the learning a lesson quest? That's the one you need to complete to get animate. My best advise though would be to tell proffesor greyrose and see if it helps.
