Should 4 pip bubbles be 2 pips?

I can't think of a reason why they are 4 pips to cast. Yeah pierce and critical are good, but you don't get THAT much from it making them 4 pip spells, especially considering the level you have to be at to use them, just doesn't make sense to me.
