I think Empowerment should give you a pip if someone uses an X rank spell on you with 4 or more pips.

In other words, if someone uses Tempest with 4 or more pips, it should count as a rank 4+ spell.

Likewise, beneficial rank x spells, such as Ice Armor, should be treated as a rank 4+ spell.
