Listen, facing Pops O'Leary in Marleybone's Ironworks has been a blast & all, but, given that he's the last boss of that instance, I noticed he doesn't have his Second Chance Chest after defeating him.
The survey is to grant him his SCC is filled out as follows...
1) Is the boss in question at the end of that long instance? Getting to Pops O'Leary took a bit of a long time because of that instance's bosses & challenges, so, yes, he is at the end of that long instance. Check!
2) Does the boss in question have unique loot? I did know that he drops Pops's Band of the Mender, as I have obtained that ring that counts as his unique loot drop, so yes, he does drop unique loot! Check!
That's the survey. I hope Pops O'Leary gets his SCC sometime soon.
