Fizzle percentages

This is a geeky, technical question that I'm hoping someone in development might answer. I have noticed that my wizards have "good" days and "bad" days with regard to spell-casting success.

Of course this can happen randomly, when a straight percentage calculation is done for each spell, but what I'm wondering is whether those accuracy stats on the cards ARE straight percentages or composites of percentages that actually vary on some short time-scale (daily? hourly?), such that the overall accuracy (weekly, maybe) works out to be the number on the card.

The percentage is for each individual casting.

(There are a few other, exhaustive threads about this)
