You must be able to fight Hirkir in Mirkholm Keep, GH.

MirkHolm Keep is unlocked at Level 35, assuming you have completed Savaarstaad Pass and Vigrid Roughlands.

The first time I fought Hirkir I got a storm cat. it is very easy to get.
