When do I obtain the 40% DeathBlade Charm?

Hi, my wizard is lvl 81 and I still haven’t received this item. Is this a quest item or an item you craft/buy? If it’s a quest item what lvl am I expected to get it at? If I can craft/buy this card, where would I obtain it from?

The 40% Deathblade is a Treasure Card (TC). You can buy it from Harold Argleston at the Wizard City Library to the eastern side of Commons. I believe it is 400 Gold per TC.

The learned version of the spell is 35 percent and comes from your level 7 spell quest.

40 percent versions can be found in TC
