I have a quest I need help with and it concerns the help board in Olds Town.
How do I place a note stating help from others on the board or is there a way really?

To request help on the Team Up Board, simple use the "Team up!" option on a dungeon you need help with. It will appear on the Board automatically.

you talk about the help kiosk?

if you need help for a boss/dungeon anywhere in the spiral you select the team up option and your call will be listed on the kiosk where anyone who can help can join you and help you.
