There is a hidden penalty calculated in as you progress to higher levels. So if you're level 110, your critical penalty is higher than when you're level 80. The penalty is then applied separately for each piece of gear that has a critical and/or block stat on it, and gear with both universal and school-specific crit stats are hit with the penalty twice. What you wrote is incorrect also. That article is for one of the old critical systems. That old system got changed in the Ultra Summer update, and your entire rating now gives a percentage, and the penalty is then applied to that new calculated percentage.
As for what SamuelSpirit wrote, I can definitely agree that it feels as if I critical way less often than I'm supposed to. However, in the very distant long run, you will be casting a critical 95% of the time, even though you feel as if you aren't now. This is actually part of a law in Statistics, and you will only ever see that you critical 95% of the time long term, not short term.
