where do i get the quest for the 118 ice spell

You have to be at a certain point in the storyline, not the exact level.

You will be close to L119 or L119 before you actually get the quest.

You must complete the Eerem dungeon. Once completed, you will receive the quest(s) for your apartment and spell.

You'll get a message from your Arcanum professor when you're at a certain point in the story line.

Once you defeated the Void Elemental in the Arcanum, your teacher will give you the quest. It's a main storyline quest that is eventually unlocked after finishing Eerem Palace.
