PvP Timer rules

I understand the timer basically but the update notes don’t specify a few things so I want to know. You have 20 seconds to pick a card but is there a 5 second penalty even if you instantly pick a card? Also how long is the passing penalty exactly is it like 5 or 10 seconds? If both players pick a card in the same amount of time why does the player with second turn always win at the end?

Timer needs to be adjusted to double or triple its current length and change the auto-docking of time to one second per turn. At the end of the match if both players are still alive Diego should focus on either damage dealt, or a combination of damage dealt and current % health. Forget the random diego rules. How much damage did you deal to your opponent? More than your opponent did to you? Well then you win. This stops heal strats, timer strats, etc. It's so easy and it's a shame that only like 5 players that pvp, also post on the pvp forum otherwise relevant changes might get done faster.
