If I understand it correctly, the person who starts a team up at a sigil doesn't receive team up credit, while the others who join from the kiosk do.
I would suggest incentivizing players to start team up, which would, possibly, have more people start to do it. Maybe 1.5 team up or 2 team credits toward the badges if you are the person who starts it.
