Yes the 67 shows your pet has the ability to gain some very good talents. The second number shows what talents have manifested (through training your pet).
Pedigree doesn't indicate overall quality. Generally pets with most commonly used talent combinations end up mid-range, typically low 60s to mid 70s, but you can have that and still get unwanted stuff. It's more meaningful to consider what specific talents and stats the parents had.
