Super Pips with a twist

Super Pips (pips worth 3 pips) is not a new idea. Many realize as spell costs keep going up we are getting to the point that we will need some way to reach new levels of pip spells. However, many of us also recognize that a super pip will be overpowering.
Here is my idea. Instead of being able to get super pips right from the start (which is usually the concern due to casting some high level spell so quickly), I suggest that pips can stack or add after the max 7 pips are reached. There are a couple ways I could see this happening, but my thought is that first normal pips must be converted to power pips so you can't get any super pips until you are full 7 power pips, and even then only when you get a new power pip would it convert an existing power pip to be a super pip (i.e. if you fail to get a power pip that round you don't get anything just like now).
On a side note, I red since it reminds me or power and damage.
