Lamat Snake Ink in AZ needs an upgrade.

Lamat Snake Ink, the Treasure Card vendor in AZ, should sell more useful cards. He seems to be stuck with closeouts from Marlybone. It's a pain to have to run back to ZF or CL to get things we'd actually want to use in AZ.

It would be nice to have each card shop sell cards for the level of players in the world. 2 and 3 pip attacks aren't much good in AZ.
