Absolutely not. You think the beggars are bad now? Wait until they continually target someone with what you've just suggested. Just because I CAN gift does not mean I ever will.
The ability to gift has nothing to do with the amount of crowns in a person's bank. It relies upon that person's willingness to gift only. It's their choice. That's how you know if someone is able to gift you.
