What I want is to be able to cast shields and have multiples placed based upon either my character level or points placed into shield mastery. That is to say when I am in PvP or in the game against 4 storms I'd like to be able to cast a storm shield that gives up to 4 of that shield (much needed in PvP since 1 storm can 1 hit you often enough). I think you should get 1 extra shield per 15 levels starting at level 50, so that at level 95 you have earned the ability to place 4x the amount of normal shields per shield card.
