I believe that all of the different crown shop gear sets should be like the level 80 & 85 gear sets: You should be able to buy just the hat, or just the robe, or just the boots. I suggest this because some people want just one part of the gear set, and it isn't really fun having to buy the entire gear set when you just want one part of it.
