help me get the spell talos

I just got a message telling me to get a new spell from winterbane and I cant go there and yes I know your have to get it in a gift card but can someone help me get the spell talos

Talos is not in Winterbane, but in Wintertusk. And no one can help; this is a solo quest: There are also prequests required...
