I dont feels it fair at all that low levels can use rank 7-9 TC's.
All my lvl 22 myth pvp losses are from tc spammers: Othrus, Catalan, Efreet, Medusa, ect.
And the ability to learn Handsome Fomori, Death Knight, and Catalan in the new crown packs? really..?
Lower lvl pvp these days are getting ruin for that reason

I'm sorry, but it is not that easy for low level players to use rank 7-9 TCs. In most cases that wizard is going to die before having enough pips to use them unless their Power PiP chances are high enough, or if using secondary spells they will have to have the Mastery Amulet for said school. So my question is, are you sure your opponent is a lower level?
Also, I don't see how it would be possible for a lower level wizard to spam any of the spells you mentioned.
