polymorphs for lower levels

hey its me Destiny Iceflame, and i think there should be a person that teaches lower level polymorphs for level,20,25,30,35,and 40

not sure what polymorphs so i will leave that to you

Polymorph spells are supposed to be exclusive to Celestia. If they were taught to wizards who haven't made it to Celestia it would mess up part of the storyline in Celestia.
