"Rune with a View" side quest

I'm having trouble finding the character who gives quest "Rune with a View" is for the final piece of runestone in Nastrond. I finished all my quests in Wintertusk but still not able to find this side quest to finish collecting runestones. Please help

If you follow the last instance quest line the runestone is in the 3rd area I believe. inside Nastrond instance.
