Hi. I know where the keys to marcel meow's jail cell are, but i can't get the quest to get them! need some help :P thnx guys

You just follow the storyline. There isn't one specific quest for Marcel. There is one quest to get the keys, but that comes later in the story.

The Officer who gives you that quest is a little farther in, keep to the left and you'll run into him.
