I don't use my secondary school spells very often because they take to many of my power pips. If I have 7 power pips and want to use a secondary school spell that uses 7 pips, it takes all of my pips (ALL WIZARDS KNOW THIS DILEMMA). What if there was a spell card similar to TOUGH or KEEN EYES that when put on a secondary school spell, would turn it into a primary school spell. So when used, instead of using all power pips (as mentioned above) it would just use 3 1/2 power pips for a 7 pip spell.

this would make the health and stats on various schools unfair, the card that did make things more fair and that allowed such secondary spells to be cast cheaper was removed, it lowered casting costs by one pip and I used to use it all the time on the test realm to make healing cards affordable to use
Just use your own school. If this card existed everyone would instantly be able to be any class they wanted. Ice people would spam stormzilla and so on. The closest you can, or will ever be able to, this is the mutations in cl or polymorphs.
