Someone, please help everytime someone chats it comes up as "..."
You probably have Menu Chat. You are only able to see other Menu phrases that people say, so anyone who has Filtered or Open Chat you won't be able to see what they say.
The only time you will see "..." is when the person is using forbidden words, or numbers. Filtered text chat won't allow you to see any numbers, profanity or insults. Also, some ordinary words that were used in place of crude, insulting or sexual talk are also banned.
For example, you can't say juice, as in, "I went to get some orange juice." (Found that out the hard why when trying to explain why I was briefly 'afk' to a friend. Can't say 'juice.' Hmm.... "Drinking the stuff that is like water, that you get from an orange.")

Chances are that those persons are texting words that are filtered out. If you have Open chat and see that, it is most definitely filtered words.
If you have text chat only, then there is a lot you will not be able to read. Especially if it contains numbers or otherwise filtered words.
Open Chat is for ages 18+ Text chat is for ages 13+ Menu chat is for under 13. AND everything you see in chat bubbles will be dots except when another player is using menu chat.
There are three kinds of chat: Menu Chat, Text Chat, and Open Chat. Menu chat is used and available to those under the age of 12, while Text chat is used for 12 and up. Open chat, however, is activated if you have purchased something using a credit card, most likely one in your name. If you only have menu chat, which is shown by the chat bubble with a red slash through it, you will not be able to see text chat or open chat, only dots. If you have text chat and you are seeing dots, this is because of open chat or the filtering out of inappropriate language. Some phrases said in open chat are not available to those with text chat, due to the age requirement and filter.
