I noticed this bug quite some time ago, I was questing in Triton using a Draconian Transformation and I came up to the quest where you have to fix the teleporter and fight the Kraken. After completing most of the quest, I tried to use the teleporter to go down to the Krakens platform but it just tent me to the entrance where you go through to get back to Olde Town. After the transformation wore off I went back and the teleporter worked.
