In the quest "Strong Negosh", the quest helper and quest goal says to negotiate with Torcido in the Harbor district, which seems to be an inconsistent name for Walruskberg Harbor. The quest arrow and everything else works fine though.
Calling Walruskburg Harbor the Harbor district isn't really inconsistent at all if you're in Walruskburg. It's just shorter. Just like some quest dialogue in Khrysalis asks you to go to the Market to find someone, it's clear they mean the Silent Market.
