I went to Balthazar Dragonthorn in Dragonspyre to buy some recipes for furniture and he had the Quest "To the Seas" for me (The one that tells you to go to Celestia for your Grandmaster Artisan Badge). I have already completed EVERY crafting quest in Wizard101 and I am sure that this is just a bug.
When you complete the Crafting quests for a particular world, you're sent along to the next world to pick up the next in the line of Crafting quests.
When we released Celestia and its Crafting quests, we neglected to tell Balthazar that he should be sending students along to that world to continue their Crafting studies.
Now that he knows, he's make sure everyone goes to Celestia, even if you've already completed your continued education in Crafting.
