Can't get level 58 spell quest

I am a level 64 death wizard and I can't for some reason get the level 58 quest from Dworgyn for Dr. Von's monster. Are there other special requirements in order to get the quest?

Dr. Von's Monster is the level 68 spell.
Skeletal Dragon is the level 58 spell.

You can't get the level 68 quest until you are level 68.
