after buying the expanded friends list, sometimes when someone tries to add me or i send a true friend code, it still says my list is full. i can add them directly if we are next to each other in game, but all other options do not work most of the time. i think it is defaulting to the original max and the upgrade is not changing that for everything.

Try logging completely out of the game and coming back in. Zoning a few times may also update the sync here.
