you can get it from bernie, the fire tree, but you have to be a fire wizard master artisan. for the recipes that need treasure cards, buy them at the bazaar
Fire wizards can get the Helephant Teasure Card recipe at Bernie, the Fire Tree. If you are not fire, and don't have any people on your friends list who are fire and are willing to make the cards for you, then you can also get them as drops in Ravenscar by battling Eirti Shadowsmirk.
