Azteca Star School Spells

I'm level 87 pyromancer and i haven't gotten of the star school quest at three points. I have done the Zafaria star school quest and still no quest from Pacal Redmask. Is this some king of glitch? Do i have to get all the spells from the star school before i get the quest? This is the most frustrating thing ever! Some one help as soon as Possible!
