I don't remember any quest that you get to activate the sun school trainer in The Drum Jungle. But you do have to train in all of the other previous sun school spells first. This link shows details on the Colossal Spell from the Sun School Trainer in The Drum Jungle that might help you:

On that link, check the "list of Requirements" to see if you are missing anything. You can click on different things under "requirements" in case you need more details. Does this help?

Training items prior to colossal, starting with "tough" and working your way up. You can't just jump in a grab colossal

A quest from Koko activates the sun obelisk in Drum Jungle.

You must complete other quests from her until she gives you the one to repair the obelisk which is right by the boat you took in.

You must be quite a few quest lines in before she finally gives you it.
