I was given the Tower of Helephant quest however I am unable to access it. Has anyone else had this issue? I have tired to get the quest again but it just asks me if I have done it yet. The area around the building will not light up for me so I can do the quest but is listed in my list of quests to accomplish. Any help will be greatly appreciated.

Walk to the front door and "activate" the dialog about using the rope. Then, the sigils will light up.
