How to get into the tower of the helephant

I am a level 43 wizard and I have already defeated randolf in wysteria. I have been wondering for a while how to get into the tower of the helephant. Do I have to be a certain level, or is there a side quest that I missed? Could somebody please tell me?

Level 60 and all main quests in Wysteria completed is required.
