What level you have to be to enter Waterworks and how do you get the quest?

Level 60. I believe that Blad Raveneye on Triton Avenue gives the quest.

You have to be level 60 and it's the guy that's up the teleporter behind Blad Raveneye in triton avenue that gives the quest. (Sohomer Sunblade is his name. He's the same guy who gives the quest to fight the kraken at low level.) -eli and crew
