Trying to finish the smith quest

I'm trying to finish the smith quest, but can't find the smith on Triton Avenue. Where is it located?

Look in the central park area where you talk to the soldiers and Rand. It's off to the side standing right out in the open.

Level 48 quest for Storm requires you to go here. Go left after you cross the bridge after you see Duncan.

Before you take the first teleporter, go all the way to the left. He'll be on the last little ledge.
