Level Requirement question

I recently noticed that many players below certain levels are able to obtain access to the Fleshless Tower and Navidiar (excuss sp). I thought that you must be lvl 50 and 40 to obtain this areas. Could someone please clarify for me?

It does not matter what level you are. You can go where ever you want if someone will get you there or if you unlock it.
