Not much you can do except just keep doing the waterworks you will get it eventually nothing is wrong with the game for most people they cant get a certain piece of gear
There is only one way to get it: Keep doing waterworks until you get it as a reward. Either that or decide it isn't worth it and make do with what you already have. All the gear are random drops and it make take 1, 5, 10, 25 or more tries to get it.
I just did the waterworks 2 days ago and just now and i didn't get my hat robe or boots. And i am tired of just doing waterworks and getting things to sell I:.
