I have that in an Amulet that I have used on and off, I think I got it around level 50 or so. Later on I got a regular death blade in and amulet and it's 45% and stacks.

Yes. You can buy Treasure Cards with this spell (but "one time use" and then they are gone).

Or you can get the Balance Blade as a spell with certain items (boots, hats, robes, or pets). This link has more details on how you can get the spell with some items:

Only as a treasure card, item card (gear) or pet card. Balance blade can only be trained by balance wizards (like all other school blades, they are school specific)

Is there any CONFIRMED equipment to get a Balance Blade or Same School Blade spell?
