Storm is the hardest school to use in high level 1v1 battles. Virtually all your spells can be minimized by a shield, and your pip rate will generally be lower than your opponent's. Your gear will not allow you to block criticals or resist as much as your opponent either. So basically, any opponent that can turn the battle into an endurance contest will probably beat you unless you get lucky.
My suggestion is to play team PvP instead. With support from the team, Storm does just fine there.
