couldn't you code it so you can not use a plant spell where there is no plant that needs it? i sometimes click by accident in an empty space while turning and waste valuable points or other times on a plant in front of the one that actually needs a certain spell

I believe the reason it allows you to do that is to create the spell effects away from your plants. For music videos, plays, or whatever wizards do socially these days.
