You've got it wrong balance global increases pip chance, and I do think because they are globals they should do more then that of just a charm or ward. Life and death bubbles could also increase their own school attacks and the other bubbles could keep doing what they are doing and decrease their opposites by 50% and balance could increase all attacks by 10%
