Readjust quest levels for certain quests

I have noticed that a lot of quests have become pointless. For example, once you beat malistaire and return to talk to the headmaster, the headmaster will give you the key for Celestia. This makes the quest for the storm professor in which you go get the pieces of the stone to translate the message you recieve on the radio a little pointless since he sends you to Marleybone to find the key that you could already have. You might change the quests like this to pop up earlier, in case people either do things out or order or find some other way to fix this.
