New Wizard101 stat to make battles more dynamic

Introducing a Turn/Speed stat:
1.) what does this stat do?
It calculates who goes first every turn. If activated, will go first that round. If activated on more than 2 wizards, order will be determined by which RNG value is higher. If none of it is activated, order of spell casting is normal. RNG value on gear decreases by level just like how critical and block level decreases on gear by -0.1% every time you level up.
2.) where will this stat be calculated?
This stat will be calculated in gear. The higher this stat is... the higher chance you will go first in a battle round.
2.) why have this stat?
There are unfair advantages of always going first in a battle. This stat is suppose to balance out gear options to players. I dislike how there is a that one top tier gear players always go to for any level instead of having an array of gear choices to fit any type of play style. I would like that this stat is the highest on gear that have little other stats to offer. Gear that has many stats to offer already will receive little of this stat. This will balance out gear choices for wizards. We will call these gear either "light gear" or "heavy gear." Example of heavy gear would be darkmoor dropped gear or crafted high level gear. This stat can make battles more unpredicatable, but more reliable on players skill rather than it being who goes first having a higher chance of winning.
3.) additional stuff for this stat:
sockets that have this stats and pet talents in the future if this stat is implemented.

*** treasure card level restrictions on use in pvp:
-instead of no pvp; make some cards (not all but some) have an appropriate player level value in order to use them in pvp without them being overpowered. Examples are moon spell tc's.
*** more world battle arena's such as a Khrysalis, Darkmoor, Polaris, or mirage pvp arena. Underwater Celestia Arena only exclusively in ranked and tournament pvp.
*** new types of wands:
1.) wands that have a mask spell animation stat. This stat masks a spell animation with a signature appearance depending on the wand. For example, a wand could mask a fire spell animation with a sun spell. Wands could offer exclusive animations. For example, a valentine wand could mask a spell with a exclusive special heart animation that is pink. Offer's a wizard a more stylistic appearance in battle.
2.) Stat is linked to appearance and can be stitched onto any wand it transfers.
